Perhaps what is meant is ankyloglossia or tongue-tie which is a congenital disorder that limits tongue movement due to the frenulum (the tissue that connects the tongue to the base of the tongue) is too short.
This disorder is more common in men. The diagnosis is made by the doctor by conducting a physical examination, checking the movement of the tongue, the ability to pronounce the letters R or L, seeing any disturbances when the baby is breastfeeding, etc.
Handling of ankyloglossia can be done with surgery frenotomy or frenuloplasty. The part of the frenulum that limits the movement of the tongue will be cut off. This procedure can be done by both general surgeons, oral surgeons, pediatric surgeons, and ENT doctors.
