Basically, anything that enters the eye can potentially cause danger, therefore any liquid that splashes into the eye must be immediately rinsed. Paracetamol syrup actually does not contain acids or strong bases or other harsh chemicals that can directly cause interference with the corneal lining of the eye. Some of the paracetamol syrups contain alcohol which can potentially damage the corneal lining of the eye, but the concentration is usually small enough so that if only a small splash is likely it won't cause any disturbance.
As soon as the eyes splash on a liquid, you should rinse your baby's eyes with running water for about 15-20 minutes. Next consider again, whether the baby's eyes look red, the baby looks more fussy, or in older babies (toddlers) whether he complains of eye pain. If you see your baby's eyes turning red, you should take your baby to the eye doctor so that further evaluation and management can be done. If after rinsing the eyes look calm (does not look red), then there is nothing you need to worry about.
