These sleep phases occur alternately and are normal so that even if there is no excitement from the environment one can wake up suddenly.
Even though the experience you experienced was not pleasant, it does not mean that the condition is not normal. If the panic and discomfort that you experience is gradually decreasing after a while then it's likely that the condition is normal and you don't need to worry too much about it.
