How To Deal With Red, Dry And Peeling Skin On The Face?

Hello wr.wb. I am Indri I am 20 years old, I want to ask this question on my face, exactly underneath the eye bags like there are red sores so keep on drying and sometimes the skin is peeling, then red again if it is hot itchy, why is that so?
