Can you see pale or reddish skin on the part that is not covered by the skin of the penis? If so, then maybe what you see is the mucosal wall inside the skin / foreskin of the penis. Mucosal walls are walls that line the inside of organs which usually produce mucus or oil. The inside of the skin of the penis is coated by the mucosa which aims to moisturize the inside of the skin of the penis. In addition to oil, the fluid released from the penis also contributes to maintaining this inner skin moisture. This part normally remains covered by the skin even though a man has undergone circumcision / circumcision.
