Basically, the human airway always produces mucus. This mucus has a function to maintain the humidity of the airways, and cleanse the airways from potential allergens, irritants, or infections that stick to the airways. Along the surface of the mucosa of the airways, there are cells that have fine hairs (cilia) to push this mucus out of the airway so that it does not accumulate and clog.
Jelly / phlegm-like phlegm buildup in your airway can be caused by increased mucus production (for example due to infection or inflammation in the airways), mucus that is too thick (for example because you are dehydrated, lack of drinking, or you have a disease such as cystic fibrosis), or it could be because cilia function in your airway cells is disturbed (for example because you smoke).
The following are some things you can do for a while:
Try to get enough sleep and rest every day (at least 7-9 hours a day)
Drink enough fluids every day (minimum of 2-3 liters a day)
Avoid drinks that are diuretic such as alcohol, coffee, tea, soda
Avoid smoking and exposure to cigarette smoke
Avoid excessive exposure to air pollution
Use air humidifiers / humidifiers in your bedroom and workspace, especially if you use air conditioners.
