Ascites is a buildup of fluid in the abdominal cavity. Ascites itself can be caused by several possibilities, including:
cirrhosis of the liver
cancer of the organs in the abdominal cavity
tuberculosis infection in the abdominal cavity
certain kidney diseases (eg nephrotic syndrome)
Therapy for each of the above conditions is certainly different, but there is no suggestion to drink more water.
